Abstract(s)
Neste trabalho, pretende-se demonstrar que, contrariamente ao que a opinião pública e publicada afirma, não há nenhuma “privatização” do ensino público em Portugal. Através de um estudo da legislação publicada pela tutela nas últimas duas décadas, detectaram-se e analisaram-se as transformações estruturais operadas no sector da educação, que traduzem assim duas tendências paralelas: descentralização das decisões para as escolas e racionalização dos gastos em educação. Por seu turno, o Ensino Particular e Cooperativo tem ocupado o lugar que sempre ocupou na sociedade portuguesa, o de complementaridade na resposta ao serviço público de educação.
This study intends to show that contrary to what has been said and written, there isn’t a privatisation of the state education in Portugal. The analysis of the existing legislation issued by the Ministry of Education in the last two decades unveiled the structural transformations in education which present two parallel tendencies: decentralisation of decisions to schools and rationalisation of the costs with education. Whereas private education has always remained with the same importance in Portuguese society, the one of complementarity in the answer to the state education.
