Este trabalho constitui um estudo documental que visa analisar o tema do desenvolvimento local em contexto de influxo migratório, a partir da experiência prática da migração venezuelana na cidade de Boa vista, Roraima. O seu objetivo geral consiste em analisar ações de desenvolvimento local como forma de construir soluções de integração sustentáveis dos migrantes no território. O estudo é constituído por uma primeira parte contextual sobre o tema da migração na agenda internacional e no Brasil, seguida da descrição do fenômeno migratório no contexto brasileiro e da situação de influxo venezuelano, no Estado de Roraima. A segunda parte é sustentada numa investigação documental da metodologia Desenvolve!, elaborada pelo Programa das Nações Unidas para o Desenvolvimento (PNUD) com o apoio da Organização Internacional para as Migrações (OIM). A análise se baseia numa metodologia documental, primordialmente, do Guia Metodológico para promoção de ações integradas locais para a aceleração do desenvolvimento e do relatório da aplicação-piloto da metodologia Desenvolve!, na cidade de Boa Vista, Roraima. O estudo sugere a necessidade de aprimoramentos a serem realizados na metodologia e na sua aplicação, uma vez que se observam espaços em que não houve a participação efetiva da sociedade civil no planejamento das ações de Desenvolvimento Local. Por fim, é importante enfatizar o potencial da migração como acelerador do Desenvolvimento no território.
This work consists of a documental analysis aiming to analyze the theme of local development programs in a context of migratory flow with Venezuelans in the city of Boa vista, Roraima. Its general objective is to analyze local development actions to create solutions for the sustainable integration of migrants in the territory. The background section outlines the Migration and the Development as a global phenomenon in the international agenda and in the Brazilian context, followed by the situation of Venezuelans in the state of Roraima. Additionally, the second part highlight the main developments of the documental research is focused on the documents of the United Nations Development Program (UNDP) and the Organization for Migration (IOM), namely on documents about the methodology Desenvolve! The analysis is based on a documentary methodology, primarily, of the Methodological Guide for promoting local integrated actions to accelerate development and on the Report of pilot application of the Desenvolve! in Boa Vista, Roraima. The study suggests that there are improvements to be made to the methodology and its application, since we observe spaces in which there is no effective participation of civil society, such as in the planning of Local Development actions.
