O papel do mediador municipal: estudo efectuado junto da comunidade cigana de Barcelos

A escolha do tema e do local, deve-se ao facto de Barcelos ser o Município mais perto para fazermos a nossa investigação sobre a mediação intercultural e obtermos assim conhecimentos sobre o PPMM, o mediador municipal e como todo esse processo se desenvolve. O estudo decorreu na Câmara Municipal de Barcelos, devido à receptibilidade existente por parte desta entidade na nossa investigação sobre o PPMM. O principal objectivo deste estudo era perceber e analisar o papel do mediador municipal no primeiro ano do PPMM.
Para atingir este objectivo, efectuaram-se três estudos, envolvendo mediadores municipais de Norte a Sul do país, o mediador municipal de Barcelos e os técnicos envolvidos no PPMM deste município. Ao longo deste estudo, e do que se conseguiu observar, notou-se uma grande motivação, preocupação e vontade de levar a cabo a integração desta comunidade, mas não se trata de um processo simples, mas sim de um processo demorado e de difícil alcance. Verificamos em conversas informais com vários elementos da comunidade cigana que a vontade deles, para trabalhar, arrendar casa, ter formação, entre outros, por si só não chega, tem de haver maior abertura por parte da sociedade em geral, para perceber, compreender e aceitar uma cultura diferente.
Pela análise qualitativa destes estudos percebeu-se a importância do mediador municipal como facilitador da comunicação entre a população cigana e as entidades público/ privadas. Verificou-se que desde o exercício do papel do mediador, a comunidade cigana estudada, colabora e participa de forma voluntária em todas as actividades desenvolvidas, desde a alfabetização aos eventos para a sua integração. Em termos de saúde verificou-se uma maior adesão desta população à vacinação, mas em termos de consultas de vigilância ainda há alguma resistência. Na educação conseguimos perceber, também maior aderência de crianças desta comunidade, havendo, no entanto, dificuldades a colmatar em termos de aprendizagem. A habitação e emprego são áreas em que as alterações são quase nulas. Apenas uma família vive num apartamento. Em termos profissionais temos dois indivíduos que trabalham, sendo que um deles é o mediador.
Entendemos que o nosso estudo foi importante no sentido de valorizar o Projecto-Piloto Mediadores Municipais e a intervenção feita pelos técnicos e pelo mediador municipal junto das comunidades ciganas. The study took place in the City Hall of Barcelos, due to existing receptibility by this entity in our research on PPMM. The main objective of this study was to understand and analyze the role of the mediator in the first year of municipal PPMM.
To achieve this, we have made three studies, involving mediators city from north to south, the mediator municipal Barcelos and technicians involved in this municipality PPMM. Throughout this study, and it could observe, there has been a great motivation, concern and willingness to carry out the integration of this community, but it is not a simple process, but a lengthy process and difficult to reach . We checked in informal conversations with various elements of the Roma community that their will to work, rent house, be trained, among others, by itself is not enough, there needs to be greater openness on the part of society in general, to perceive, understand and accept a different culture.
Qualitative analysis of these studies it was realized the importance of municipal mediator as a facilitator of communication between the Roma and the entities public / private. It was found that since the exercise of the role of the mediator, the Roma studied, collaborates and participates voluntarily in all activities, from literacy events for their integration. In terms of health there was a greater adhesion of this population to vaccination, but in terms of queries surveillance there is still some resistance. In education we can perceive, also greater adherence of children in this community, there are, however, difficulties to overcome in terms of learning. Housing and employment are areas where changes are almost nil. Only one family lives in an apartment. Professionally we have two people working, one of which is the mediator.
We believe that our study was important in order to value the Pilot Project Municipal Mediators and intervention by municipal technicians and mediator with the Roma communities.
