Numa Europa transformada em alvo por organizações terroristas, o combate ao terrorismo é a arma de recurso que os países democráticos utilizam para tentar neutralizar possíveis ameaças.
As estratégias empregues no combate à radicalização islâmica diferem de país para país e constituem o elemento fundamental para o primeiro passo do combate ao terrorismo: a prevenção. A escalada de ataques, cada vez mais surpreendentes e fatais, coloca os países perante dilemas e decisões reativas, nem sempre consentâneas com a escala de valores que define e caracteriza a Europa.
As estratégias políticas, de segurança interna e de implementação de programas de intervenção social junto das comunidades sinalizadas, são respostas preventivas que requerem um forte envolvimento dos governos e das forças policiais e militares.
Para serem bem-sucedidos, esses programas e estratégias implicam, forçosamente, o comprometimento da sociedade e a sua implementação não pode visar apenas um grupo alvo, mas todo o seu contexto social. Neste artigo, partindo dos conceitos base sobre a problemática do terrorismo e o seu combate, citam-se exemplos de programas de prevenção e discute-se criticamente a sua aplicabilidade.
Targeted by terrorist organizations, Europe’s fight against terrorism, based in prevention strategies, is the appeal weapon that democratic countries can use to combat threats. The strategies employed in the fight against Islamic radicalization differ from country to country but are the fundamental step towards the fight against terrorism through prevention. Confronted with escalating attacks, increasingly surprising and fatal, countries have to face dilemmas and reactive decisions, not always consistent with the scale of values that define and characterize Europe. Political strategies, internal security, and implementation of social intervention programs among signaled communities are some of the preventive responses that require strong involvement of governments, police and military forces. These programs and strategies success necessarily imply the commitment of all society and its implementation cannot target only a specific group but its entire social context. Starting from the basic concepts that describe terrorism and means to combat it, examples of prevention programs and its applicability are mentioned in this article that concludes with a brief review over unanswered topics.
