Abstract(s)
A autonomia das escolas públicas constitui uma temática que tem vindo a ser
amplamente discutida nas últimas décadas. Os sucessivos governos têm vindo a
implementar um conjunto de reformas educativas destinadas a alterar o papel
representado pelo Estado no que diz respeito à educação, o qual até então tinha sido o
de principal provedor.
Essa mudança passa sobretudo por um maior envolvimento dos municípios no
domínio da educação, os quais têm visto as suas competências alargadas através de
processos de reestruturação interna à medida que se aprofundam as políticas de
territorialização educativa e se procura uma reformulação organizacional, cabendo ao
Estado definir os objetivos que se pretendem atingir e controlar os mecanismos de
avaliação e de prestação de contas, de modo a que essas metas sejam alcançadas.
Com este projeto pretende-se caraterizar os conceitos que estiveram na base das
políticas de descentralização do ensino, traçando um retrato da educação em Portugal
que permita entender as dinâmicas que estão na base das reformas educativas
conducentes à autonomia municipal na administração da educação.
The autonomy of public schools is a subject that has been widely discussed in recent decades. Successive governments have been implementing a set of educational reforms to change the role played by the State regarding the education, which until then had been its main provider. This change pertains mainly for greater involvement of the municipalities in the field of education, which have seen their powers extended through internal restructuring by the deepening of the policies of territorial education, as well an organizational redesign, as the State sets the objectives to be achieved and control mechanisms of assessment and accountability, ensuring that these goals are achieved. This project aims to characterize the concepts that formed the basis of the educational decentralization policies by drawing a picture of the education in Portugal that enable a better understanding of the dynamics that underlie the educational reforms leading to municipal autonomy in the administration of education.
