Diminuir as desigualdades entre os povos, promover a igualdade social e construir parcerias entre países em busca de promover o desenvolvimento, sobretudo no contexto do Sul Global, é um desafio ainda no século XXI. O ex-presidente do Brasil, senhor Luiz Inácio Lula da Silva (2003-2010) dedicou parte de sua política externa à fomentação das práticas de cooperação Sul-Sul, especialmente com o continente africano. Durante os oito anos de governo, as relações com a África foram fortalecidas, se consolidando como um dos continentes que mais recebeu projetos de cooperação do Brasil. Pautado por uma política de horizontalidade e ausência de interesses, o então presidente creditava à parceria com a África um mecanismo para construção de um mundo mais justo. Por outro lado, apesar do posicionamento oficial ser baseado em uma diplomacia solidária, tal colocação pode gerar certo nível de desconfiança. Como objeto de estudo, será analisado o programa ProSavana, projeto de cooperação Sul-Sul criado entre Brasil e Moçambique, contando com o apoio do Japão, que visa melhorar as condições de vida da população local através de um desenvolvimento agrícola regional sustentável e inclusivo.
Reducing inequalities, promoting social equality and building partnerships between countries in pursuit of development, especially in the context of the Global South, is a challenge for the 21st century. Former Brazilian President Luiz Inácio Lula da Silva (2003-2010) has devoted part of his foreign policy to fostering South-South cooperation practices, especially with the African continent. During his eight years of government, relations with Africa were strengthened, consolidating as one of the continents that received more cooperation projects from Brazil. Guided by a policy of horizontality and lack of interest, the then president credited the partnership with Africa as a mechanism for building a fairer world. On the other hand, although the official position was based on solidary diplomacy, such placement may generate a certain level of distrust. The study focuses on the ProSavana program, a South-South cooperation project involving Brazil and Mozambique, with the support of Japan, which aims at improving living conditions of the local population through sustainable and inclusive regional agricultural development.
