No Município de Ananindeua, Brasil, localizado em Belém-PA, tem registrado, com frequência assaltos nos coletivos, causando transtornos para a população que necessita recorrer a esse meio de transporte. Muitas das vítimas são assaltadas com grave ameaça pelos infratores, que utilizam instrumentos perfurantes e até armas de fogo, em algumas situações quando há recusa da vítima em dá os seus pertences ocorrem homicídios e mesmo quando a vítima não reage. As vítimas são abordadas em diversos horários, sendo que a frequência ocorre mais nos finais de semana, a insegurança e o medo são constantes, retratada na ausência ou até a deficiência do aparelho de segurança do Estado. Os infratores ficam empune e a população vulnerável a tanta agressividade. O grande problema que esses infratores uma vez que não são presos tornam a assaltar novamente. O Código Penal prevê uma punição para esses casos de roubo. Porém, como a uma parte da população não fazem o registro nas delegacias de polícia e ao Ministério Público, fica difícil identificar os acusados perdendo ao poder judiciário de impor a esse cidadão a pena legal para os seus delitos, que saem ilesos e tornam a assaltar e causar novas vítimas. Em pleno século XXI no Estado Democrático de Direito é inadmissível tal situação relatadas nesse trabalho.
In the Municipality of Ananindeua, Brazil, located in Belém- PA, it has frequently registered robberies in collectives, causing inconvenience to the population that needs to use this means of transport. Many of the victims are assaulted with serious threat by the offenders, who use perforating instruments and even firearms, in some situations when the victim refuses to give away his belongings, homicides occur and even when the victim does not react. Victims are approached at different times, with frequency occurring more often on weekends, insecurity and fear are constant, portrayed in the absence or even the deficiency of the States security apparatus. Offenders are left unpunished and the population vulnerable to so much aggression. The big problem that these offenders, once they are not arrested, come back to assault again .The Penal Code provides a punishment for these cases of theft. However, as part of the population does not register at the police stations and the Public Ministry, it is difficult to identify the accused losing to the judiciary power to impose on this citizen the legal penalty for their crimes, which come out unharmed and re-assault and cause new victims. In the 21st century, in the Democratic Rule of Law, such a situation reported in this work is unacceptable.
