Quanto se trilha o caminho da busca pela análise do movimento migratório venezuelano, depara-se com características essenciais, como heterogeneidade e complexidade, manifestadas em seus desafios cotidianos de ordem multifacetária. Desse modo, este trabalho visa analisar o fenômeno do deslocamento venezuelano para o Brasil, a garantia de Direitos à Saúde no pós-pandemia, sob a luz dos Direitos Humanos, da Cooperação e da Assistência Humanitária. O estudo discorre, inicialmente, sobre os desafios contemporâneos da crise migratória, considerando elementos históricos, dilemas humanitários pós-COVID e o acesso à saúde. Em seguida, é apresentada a análise referente ao acesso à saúde para migrantes venezuelanos, abordando não somente o caráter universal – princípio da universalidade dos Direitos Humanos cuja essência defende a aplicação de tais direitos de maneira homogênea e mundial, tendo por fundamento a dignidade da pessoa humana, característica inerente a sua condição de ser humano –; como também a Declaração Universal dos Direitos Humanos (DUDH), as normas infralegais e o compromisso da Organização das Nações Unidas (ONU). Por fim, esta análise dedica-se, em seu capítulo 3, a lançar um estudo de caso apresentando a Plataforma Regional de Coordenação Interagencial (R4V), a Operação Acolhida, a Força-Tarefa Logística Humanitária (FT Log Hum) e a participação de agentes sociais que atuam na resposta brasileira, mediante desafios e boas práticas à crise migratória venezuelana na prestação de assistência humanitária, garantindo-lhes proteção, direitos e transformando a vida desses migrantes.
When embarking on the path of exploring the analysis of the Venezuelan migratory movement, essential characteristics are found, such as heterogeneity and complexity, manifested in its multifaceted daily challenges. Thus, this study aims to analyze the phenomenon of Venezuelan displacement to Brazil, the provision of Health Rights in the post-pandemic era, in the light of Human Rights, Cooperation, and Humanitarian Assistance. The investigation initially exposes upon the contemporary challenges of the migratory crisis, considering historical elements, post-COVID humanitarian dilemmas, and healthcare accessibility. Subsequently, an analysis of healthcare access for Venezuelan migrants is presented, addressing not only the universal character – the principle of universality of Human Rights, the essence of which advocates for the consistent and global application of these rights based on the dignity of the human person, an inherent characteristic of their human condition – but also the Universal Declaration of Human Rights (UDHR), sub-legal norms, and the commitment of the United Nations (UN). Lastly, this analysis dedicates its third chapter to present a case study, introducing the Regional Interagency Coordination Platform (R4V), Operation Acolhida, Humanitarian Logistic Task Force (FT Log Hum), and the participation of social agents operating within the Brazilian response through challenges and best practices, these actors address the Venezuelan migratory crisis by providing humanitarian assistance that ensures protection, rights, and transformative impact upon the lives of these migrants.
