Abstract(s)
Observando a grande quantidade de aditivos de prazo nas obras públicas, nota-se a importância de estudos científicos dessa natureza, que possam trazer contribuições para que o tema seja objeto de interesse dos profissionais envolvidos nos processos de elaboração, contratação e execução dos contratos públicos. Apesar de vários trabalhos que envolvem o tema, ainda existe uma lacuna quanto aos procedimentos adotados pelas empresas, o que faz com que o Cronograma inicialmente proposto não seja atendido na maioria das obras. Diante dessa realidade, partindo de uma obra de implantação de uma Ciclovia na região urbana do Distrito Federal, contratada pelo Departamento de Estradas de Rodagem, realizou-se estudo dos fatos. Após a seleção da obra, foram verificadas no Processo nº 113.003051/2014 todas as ocorrências que influenciaram o Cronograma, diretamente relacionadas, portanto, com a dilatação dos prazos. Assim, foram verificadas todas as solicitações de aditivos e os registros de ocorrências no Diário de Obras. Para a compreensão dos fatos, principalmente no tangível à definição do prazo e à composição do prazo inicial, procedeu-se a entrevistas com servidores que coordenam esses trabalhos. A fim de certificar se o prazo inicialmente proposto não estava subdimensionado, elaborou-se um cronograma de estudo. Também foi elaborado um questionário com a finalidade de colher informações sobre as experiências dos envolvidos. Além de entender a percepção dos técnicos sobre os problemas que causam os aditivos de prazos, o questionário subsidiou as propostas para minimizar o problema. Apesar de a maioria dos colaboradores ter um conceito claro sobre as razões dos atrasos, este estudo propõe ações simples, que podem ser resumidas em melhorar a formação dos técnicos envolvidos em todo o processo. Entender que o processo se inicia na tomada de decisão sobre a elaboração de um projeto; que passa pela etapa de contratação; que culmina na implantação da obra e que todas as etapas são igualmente importantes e devem ser planejadas com esmero são passos primordiais para o alcance dos objetivos. Distribuir o trabalho e a responsabilidade entre os membros de uma equipe comprometida e bem coordenada, cujos contratos claros especificam e delegam responsabilidades a todos os envolvidos, também é medida que influencia os resultados.
Observing the large amount of deadline addition in public works, it is noted the importance of scientific studies of this nature, which can bring contributions to that the topic may be of interest to professionals involved in the processes of drafting, contracting and executing public contracts. Despite several works involving the theme, there is still a gap in the procedures adopted by the companies, this makes the schedule initially proposed not be attended in most works. In view of this reality, starting from a work to implement a Bike Path in the urban region of the Federal District, hired by the Highway Department, a study of the facts was carried out. After selecting the work, it was checked in the Process No. 113.003051 / 2014 all occurrences that influenced the Schedule, directly related to the extension of deadlines. Thus, all requests for additives and records of occurrences in the Construction Diary were verified. For the understanding of the facts, mainly in the tangible definition of the deadline and composition of the initial term, interviews were carried out with civil servants who coordinate these works. In order to certify that the initially proposed deadline was not undersized, a study schedule was prepared. A questionnaire was also prepared in order to collect information about the experiences of those involved and, in addition to understanding the technicians' perception of the problems that cause deadline additions, it served to support the proposals made to minimize the problem. Although most employees have a clear concept of the reasons for the delays, this study proposes simple actions, which can be summarized in improving the training of technicians involved in the entire process. Understanding that the whole process starts when making a decision to prepare a project, goes through the hiring stage and culminates in the implementation of the work, and that all stages are equally important that must be carefully planned, it is a fundamental step to have the objectives achieved. Diluting work and responsibility through a committed and well-coordinated team, where you have clear contracts that specify and delegate responsibility to everyone involved, are also attitudes that will influence the results.
