O tema desta pesquisa reflete sobre o direito à informação: “transparência ativa” na gestão documental desenvolvida no Arquivo Administrativo (ARQA), da Diretoria Administrativa e Financeira (DIAF) da Fundação Santa Casa de Misericórdia do Pará (FSCMPA), instituição localizada no Estado do Pará, no Brasil. O estudo identifica as iniciativas arquivísticas elencadas nos serviços de informação ao cidadão, visando compreender como as informações orgânicas estruturadas vêm sendo impactadas no acesso à informação assegurado na Lei nº 12.572/2011, contribuindo com o exercício democrático brasileiro. Como técnica de pesquisa, aplicou-se o método quadripolar, utilizando-se da abordagem qualitativa, além da revisão bibliográfica e pesquisa documental. Para obter resultados, foi aplicado um instrumento de coleta de dados aos servidores públicos da instituição, para identificar o papel do ARQA, como órgão estratégico para o acesso informacional, bem como averiguar: as iniciativas e ações de gestão, preservação e acesso à informação e aos documentos; a vinculação existente entre a implantação da gestão documental e a Lei de Acesso à Informação (LAI); a cultura organizacional e informação na instituição em pauta e, por fim, contemplar as opiniões dos servidores sobre o acesso à informação. Os principais resultados desse inquérito, alinhados aos estudos teóricos de autores clássicos e contemporâneos, mostram a relevância da contribuição da gestão documental no direito à informação na transparência ativa. Conclui-se que as boas práticas de gestão documental tornam-se fundamentais na implantação de acesso e transparência à informação pública, fortalecendo os sistemas democráticos com a participação da sociedade.
The theme of this research reflects on the right to information: "active transparency" in document management developed in the Administrative Archive (ARQA), the Administrative and Financial Directorate (DIAF), the Holy House of Mercy of Pará Foundation (FSCMPA), an institution located in State of Pará, Brazil. The study identifies the archival initiatives listed in the citizen information services, aiming to understand how structured organic information has been impacted on the access to information provided by Law no 12572/2011, contributing to the Brazilian democratic exercise. As a research technique, the quadripolar method was applied, using a qualitative approach, in addition to literature review and documentary research. To obtain results, a data collection instrument was applied to the institution's public servants to understand the role of ARQA, as a strategic body for informational access, as well as to investigate: the initiatives and actions of management, preservation and access to information and to documents; the link between the implementation of document management and the Access to Information Law (LAI); the organizational culture and information in the institution in question and, finally, contemplate the opinions of the servers about access to information. The main results of this survey, aligned with theoretical studies by classical and contemporary authors, show the relevance of the contribution of document management to the right to information in active transparency. It is concluded that good document management practices become fundamental in the implementation of access and transparency to public information, strengthening democratic systems together with the participation of society.
