O presente projeto tem como tema o consumo de canabinóides sintéticos, em particular o K4, em contexto prisional, procurando compreender os seus impactos nos reclusos e os desafios que este fenómeno coloca ao sistema penitenciário português. O consumo de substâncias psicoativas em meio prisional constitui uma problemática complexa, associada a fatores individuais, sociais e institucionais, podendo comprometer a saúde, a segurança interna dos estabelecimentos prisionais e os processos de reinserção social (Fazel et al., 2017; EMCDDA, 2023).
Neste sentido, o trabalho inicia-se com um enquadramento teórico sobre o conceito e a classificação das drogas, o enquadramento legal em Portugal e a relação entre consumo de drogas e sistema jurídico-penal. Posteriormente, analisa-se a toxicodependência e os comportamentos aditivos em contexto prisional, identificando fatores de risco, impactos nos reclusos e respostas institucionais existentes.
Destaca-se [particularmente,] os canabinóides sintéticos e o K4, substância caracterizada pela elevada potência, composição variável, dificuldade de deteção e efeitos imprevisíveis (Castaneto et al., 2014; Tait et al., 2016). Em contexto prisional, o K4 assume particular relevância devido à facilidade de ocultação e circulação, representando riscos significativos para a saúde física e mental dos reclusos, bem como para a segurança e disciplina institucional (EMCDDA, 2023; UNODC, 2023).
O projeto integra ainda uma proposta de intervenção orientada para a prevenção, sensibilização e redução de riscos associados ao consumo de K4 em meio prisional. Pretende-se, assim, contribuir para uma melhor compreensão do fenómeno e para o desenvolvimento de respostas mais adequadas, integradas e multidisciplinares, promovendo a saúde, a reinserção social e a redução da reincidência criminal.
The present project focuses on the use of synthetic cannabinoids, particularly K4, in prison settings, seeking to understand its impacts on inmates and the challenges that this phenomenon poses to the Portuguese penitentiary system. The consumption of psychoactive substances in prisons constitutes a complex issue, associated with individual, social and institutional factors, which may compromise inmates’ health, the internal security of correctional facilities and the processes of social reintegration (Fazel et al., 2017; EMCDDA, 2023). To this end, the study begins with a theoretical framework addressing the concept and classification of drugs, the legal framework governing drugs in Portugal, and the relationship between drug use and the criminal justice system. Subsequently, it examines drug dependence and addictive behaviours in prison settings, identifying risk factors, impacts on inmates and existing institutional responses. Particular attention is given to synthetic cannabinoids and K4, a substance characterised by its high potency, variable composition, difficulty of detection and unpredictable effects (Castaneto et al., 2014; Tait et al., 2016). In prison settings, K4 is of particular concern due to its ease of concealment and circulation, posing significant risks to inmates’ physical and mental health, as well as to institutional security and discipline (EMCDDA, 2023; UNODC, 2023). The project also includes an intervention proposal aimed at the prevention, awareness and reduction of risks associated with K4 use in prison environments. It is therefore intended to contribute to a better understanding of this phenomenon and to the development of more appropriate, integrated and multidisciplinary responses, promoting health, social reintegration and the reduction of criminal recidivism.
