O presente estudo aborda o populismo nacionalista como um desafio à União Europeia. O populismo nacionalista não é um fenómeno recente, no entanto tem vindo a afirmar-se no século XXI, paulatinamente, por todo o mundo. No caso europeu, de acordo com as vozes que se ouvem, os populistas europeus de ideário nacionalista tendem a desestruturar aquilo que tradicionalmente caracteriza a União Europeia. Agendas e discursos eurocéticos, antiprogressistas, xenófobos e racistas fazem atualmente parte do discurso de certos grupos políticos, de eurodeputados e de chefes de Estado e de Governo que compõem as instituições da União Europeia. O presente Projeto é composto por dois capítulos principais. O primeiro capítulo aborda a definição e a análise do populismo nacionalista e o conjunto de fatores que tem levado ao seu ressurgimento no continente europeu. No capítulo seguinte, é feita a investigação e a análise do reforço de forças políticas de ideário nacionalista nas instituições da União Europeia, nomeadamente no Parlamento Europeu e no Conselho Europeu. Por fim, são feitas algumas considerações sobre os desafios que tal coloca à União Europeia.
This study addresses nationalist populism as a challenge to the European Union. Nationalist populism is not a recent phenomenon; however, it has been gradually establishing itself throughout the 21st century, worldwide. In the European case, according to the voices that are heard, European populists with nationalist ideology tend to destabilize what traditionally characterizes the European Union. Eurosceptic, anti-progressive, xenophobic, and racist agendas and discourses are currently part of certain political groups, MEPs, and heads of state and government that make up the institutions of the European Union. This project consists of two main chapters. The first chapter addresses the definition and analysis of nationalist populism and the set of factors that have led to its resurgence on the European continent. In the following chapter, the strengthening of political forces with nationalist ideology in the institutions of the European Union, namely in the European Parliament and the European Council, is investigated and analyzed. Finally, some concluding remarks are made about the challenges this process brings to the European Union.
