Abstract(s)
O Índice de Desenvolvimento da Educação Básica (IDEB) foi criado em 2007 pelo Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira (INEP). Trata-se de um índice que é divulgado nacionalmente a cada dois anos, tendo como principais finalidades medir a qualidade da educação no Brasil em todos os seus confederados (estados, município e Distrito Federal), bem como das escolas/redes de ensino e a proposição de políticas púbicas para corrigir déficits no desenvolvimento educacional. De acordo com o Resumo Técnico (INEP, 2005-2015, p. 52), sabe-se que as escolas de ensino médio público no Brasil não tiveram resultados favoráveis ao longo dos anos, ficando abaixo da meta esperada para o país em 2015 (Tais questões serão melhores exemplificada com dados numéricos no decorrer desse trabalho). Como o objetivo de contribuir com a elevação desse indicador em âmbito nacional, o Estado do Pará criou o Índice Educacional do Pará (IDEPA) com o propósito de acompanhar o desenvolvimento do processo de ensino-aprendizagem das unidades escolares, anualmente, já que, também, as escolas de ensino médio de sua jurisdição, principalmente as dos municípios periféricos, como é o caso das unidades de ensino do Município de Itaituba, não atingiram bons resultados neste ano. De ante dessa situação, o presente trabalho traz um relato da pesquisa “O Panorama do Baixo Desempenho no Índice de Desenvolvimento Educacional do Pará (IDEPA): medidas corretivas para uma escola pública de nível médio”. A investigação foi efetivada em uma escola de nível médio de grande porte, da rede pública estadual de ensino, situada na zona urbana do Município de Itaituba, Estado do Pará e apresentou os seguintes objetivos: identificar as causas culminantes do baixo desempenho da escola no IDEPA em 2015, bem como descrever as medidas corretivas para a melhoria do IDEPA da unidade de ensino. Para tanto, fez-se uso do método Estudo de Caso com o auxílio de procedimentos e instrumentos qualitativos e quantitativos na pesquisa bibliográfica, na aplicação de questionário, nas entrevistas e na observação dos instrumentos direcionadores do ensino desse educandário. As informações foram coletadas junto a equipe gestora e o corpo docente desse espaço educativo. A justificativa do estudo deu ao fato da escola não ter alcançado bom o desempenho no IDEPA em 2015, e em virtude disso, a questão refletiu negativamente na comunidade educativa, recaindo a responsabilidade de tal situação, principalmente a gestão escolar e aos educadores. Os principais pontos desse relato estão constituídos da revisão de literatura que contextualizou o IDEB como medidor do desempenho escolar no Brasil; referendou a interfase entre o SisPAE/IDEPA: uma ferramenta da qualidade educacional nas escolas de nível médio do Estado do Pará; analisou o ensino médio nas políticas educacionais brasileira com enfoque ao contexto educacional do Estado do Pará, abordou uma visão geral da gestão escolar na mudança de paradigma institucional e a importância da participação ativa da comunidade escolar na conquista de um ensino médio público de qualidade. Na sequência, traz uma síntese do processo de investigação, bem como os resultados e discussões dos pontos essenciais da pesquisa, um projeto de intervenção com as medidas corretivas com possibilidades de melhorias ao IDEPA da escola estudada, as considerações finais, o referencial bibliográfico e os anexos.
The Basic Education Development Index (Índice de Desenvolvimento da Educação Básica - IDEB) was created in 2007 by the National Institute of Educational Research Studies (Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira - INEP). It is an index that is released nationwide every two years, having as final purposes to measure the quality of education in Brazil in every confederated region (state, municipalities and Federal District), as well as teaching schools/networks and the proposition of public policies to correct deficits in the educational development. According to the Techical Summary (INEP, 2005-2015, p. 52), it is known that the public high schools in Brazil haven’t had favorable results along the years, staying below the expected aim for the country in 2015 (such questions will be better addressed with numerical data along this paper). Aiming to contribute with the raise of that index in a national environment, the State of Pará created the Índice Educacional do Pará (IDEPA) with the aim of following the development of the teaching-learning process of school units annually, since, also, the high school units of their jurisdiction, mainly from peripherical cities, as it is the case of the teaching units in the town of Itaituba, have not had good results this year. To address this situation, the present paper brings a report of the research “The landscape of the low performance in the Educational Development Index in Pará (IDEPA): corrective measures for a public high school”. The investigation took place in a public big high school in the urban area in the town of Itaituba and presented the following objectives: spot the culminating causes of the low performance of the school in the IDEPA of 2015, as well as describe the corrective measures for the IDEPA improvement of the teaching unit. For doing so, a Case Study was used with the help of qualitative and quantitative procedures and tools in the bibliographic research, in the quesionnaire application, in the interviews and in the observation of the teaching guiding tools of these students. The information was collected from the management team and from the teaching crew in that educational space. The background of this study was that the school didn’t get a good result in the IDEPA of 2015. Due to this, the question reflected negatively in the educational community that got the result of such a situation, mainly to the management and to the teachers. The main points of this report are constituded of a literature review that contextualized the IDEB as a school performance meter in Brazil; the interphase between SisPae/IDEPA was referred: an educational quality tool in the high schools of Pará state; high school was analyzed in the Brazilian educational policies focusing in the educational context of Pará state; an overview of school management in the institutional paradigm was addressed as well as the importance of active participation of the school community in the achievement of the quality public high school. In the sequence, it brings a summary of the investigation process, as well as the discussions and results of the main topics of the research, an intervention project with corrective measures with improvement possibilities to the IDEPA of the school studied, conclusion, bibliographical references and attachement.
