O Serviço Nacional de Saúde (SNS) português rege-se pelos princípios inerentes ao modelo de Beveridge, como universalidade e generalidade, equidade no acesso aos cuidados de saúde e tendencialmente gratuito, que proporcionou uma melhoria dos principais indicadores de saúde.
O financiamento dos cuidados de saúde em Portugal, instituído pelo modelo adotado, baseia-se fundamentalmente em impostos gerais. Ao longo dos últimos anos, os problemas de suborçamentação no sistema de saúde traduziram-se num acumular de défices e dívidas aos fornecedores, sendo a indústria farmacêutica a principal lesada.
Os custos totais em saúde têm crescido quer em valor absoluto quer em percentagem do Produto Interno Bruto (PIB). De modo similar, também se verifica um crescimento em valor absoluto dos custos com medicamentos. Contudo, assiste-se a uma descida dos encargos públicos em percentagem do PIB no ambulatório, em contraste com o que se verifica a nível hospitalar. The Portuguese National Health Service (NHS) is ruled by principles that belong to the Beveridge model, like universality and generality, equity in accessing health care and tendentiously free, which provided an improvement on the principle health indicators.
In Portugal, the financing of health care, established by the adopted model, is fundamentally based in general taxes. Over the last years, the problems concerning the underestimates on the health system have rendered an accumulation of deficits and debts towards the suppliers, being the pharmaceutical industry the most injured.
The totality of health costs has increased in absolute value, as well as in percentage of the Gross Domestic Product (GDP). Similarly, it is also noticeable an increase in the absolute value of the costs with drugs. However, we face shrinkage of the public charges in percentage of the GDP in ambulatory, contrasting what happens at hospitals.
