A participação da comunidade na gestão escolar tem grandes potencialidades para eliminar a desconfiança e a distância entre pessoas e escolas, fomentando a transparência da informação e uma cultura de respeito mútuo além de buscar conjuntamente a melhoria da escola compartilhando visão, processo e resultados. Mudanças comportamentais individuais e organizacionais são fundamentais para aumentar o nível de participação. Em países onde as estruturas administrativas são fracas, a abordagem de baixo para cima para expandir a oportunidade educacional e a aprendizagem de qualidade poderá ser a única opção. Assim, o objetivo do presente estudo foi analisar, através de uma avaliação institucional, de que forma a Gestão Democrática influencia a participação comunitária na elaboração e execução do Projeto Politico Pedagógico do Colégio Militar 2 de Julho, em São Luís do Maranhão. Para o alcance de tal objetivo, foi necessária a aplicação de questionários para aferir os resultados pretendidos. Para nortear o conteúdo das questões, foi elaborado um guião de entrevista de forma a recolher o máximo de informações sobre o que pensam os segmentos da comunidade acadêmica, acerca da temática. Ainda foi pensada a pesquisa em forma de entrevistas semiestruturadas para os seguintes segmentos amostrais: 2 gestores - composto por 1 Gerência da Educação, 1 Gestor do Comando Militar Corpo de Bombeiro; 62 professores; 5 técnicos administrativos; 5 alunos. Como espaço do estudo investigativo, escolheu-se uma escola pública, o Colégio Militar 2 de Julho, em São Luís do Maranhão. A aplicação desses instrumentos visou alcançar informações que pudessem ensejar a visualização de que o clima organizacional permite utilizar os estudos indicadores da adequação da gestão democrática num momento determinado no cenário escolar.
Community participation in school management has great potential to eliminate mistrust and distance between people and schools, fostering information transparency and a culture of mutual respect, and jointly seeking to improve the school by sharing vision, process and results. Individual and organizational behavioral changes are key to increasing the level of participation. In countries where administrative structures are weak, the bottom-up approach to expanding educational opportunity and quality learning may be the only option. Thus, the objective of the present study is to analyze through an institutional evaluation how democratic management influences community participation in the elaboration and execution of the Politico Pedagogical Project of Military College 2 de Julho in São Luís do Maranhão. To achieve this objective, it was necessary to apply questionnaires and to collect data through it. To guide the content of the questions, an interview guide was drawn up to gather as much information as possible about what the segments of the academic community think about the subject. The research was also planned in the form of semi-structured interviews for the following sample segments: 2 managers - composed of 1 Education Management, 1 Manager of the Military Command Fire Brigade; 62 teachers; 5 administrative technicians; 5 students. As a space for the investigative study, a public school, Colégio Militar 2 de Julho, was chosen in São Luís do Maranhão. The application of these instruments aims to reach information that allows the visualization that the organizational climate allows to use the studies indicators of the adequacy of democratic management at a given moment in the school scenario.
