Alcántara Sáez, ManuelEl presente texto analiza la heterogeneidad de la política de los países latinoamericanos sobre la base de haber alcanzado un nivel adecuado de democracia en términos de competencia electoral. Las diferencias de unos países con otros son apuntadas en función del propio rendimiento procedimental de las instituciones de la democracia representativa. Sin embargo, se sostiene la necesidad de contemplar la democracia en una doble visión que recoja la ampliación hacia mecanismos más participativos y que preste atención a la resolución de los problemas reales de los ciudadanos. This text analyses the political heterogeneity of the politics of the Latin- American countries considering an adequate level of democracy in terms of electoral behaviour. The differences between them are pointed out according to the productive procedure of their own representative and democratic institutions. However, it is still necessary to contemplate democracy in a double vision that allows the extension into more participative mechanisms and that takes into account the resolution of the real problems of citizens.

Guimarães, Maria HelenaOs interesses comuns da União Europeia e da América Latina em matéria de integração bi-regional emanam, em grande medida, de factores exógenos, e em particular da crescente concorrência económica a nível global, do impasse negocial do Ciclo de Doha e da política de bilateralismo dos Estados Unidos da América. Com base numa abordagem de cariz sistémico argumenta-se que uma parceria entre as duas regiões é instrumental para enfrentar a concorrência global, sustenta-se que tal parceria deve avançar antes que os acordos bi-regionais se possam tornar inviáveis num futuro sistema multilateral da Organização Mundial de Comércio, e finalmente defende-se que esta parceria estratégica deve antecipar a expansão do bilateralismo. A reflexão conclui que as duas regiões devem ter uma agenda partilhada e devem criar uma parceria estruturada, de forma desempenharem um papel mais pró-activo na economia política internacional. The European Union and Latin America common interests in bi-regional integration derive, to a great extent, from exogenous factors, particularly the increasing economic competition in the global economy, the negotiating stalemates of the Doha Round and the US policy of bilateralism. Based on a systemic approach, it is argued that a partnership between the two regions is instrumental to face global competition, and that such partnership must be advanced before bi-regional agreements may become impractical within a future World Trade Organization multilateral system; finally, it is argued that this strategic partnership must be implemented before the expansion of bilateralism. We conclude that the EU and Latin America must have a common agenda and must create a structured partnership, so that the two regions may have a more proactive role in the international political economy.
