Para uma formação e atuação dos agentes da PSP no âmbito da violência doméstica

Abstract(s)
A violência doméstica é um problema que preocupa o quotidiano de todas as sociedades. Embora seja um fenómeno cuja visibilidade é maior entre as famílias com fracos recursos económicos e culturais, é extensivo a todas as classes sociais. Os agentes policiais estão na linha da frente da intervenção, por isso encontrar respostas para esta situação continua a ser urgente e necessário, exigindo aos polícias que atuam diretamente com este problema social, mecanismos de prevenção e combate, desde a primeira intervenção até à fase de julgamento.
A presente dissertação tem como principal objetivo analisar o tipo de formação e atuação que os agentes da PSP possuem relativamente ao fenómeno da violência doméstica. A investigação foi dividida em duas partes uma teórica e outra prática na parte teórica são definidos alguns conceitos para uma melhor compreensão do problema, apresentação de projetos e diplomas de outras realidades sociais, bem como as variadas formas de atuação por parte das polícias perante ocorrências de violência doméstica.
A parte prática foi realizada no Comando Regional da Polícia de Segurança Pública da Madeira, através de 10 entrevistas administradas a polícias do sexo masculino e feminino, que lidam diretamente com esta problemática com as idades compreendidas entre os 33 e os 57 anos. No sentido de avaliar as atitudes dos agentes policiais na sua atuação junto das vítimas de violência doméstica, foi aplicada a Escala de Percepção sobre o Apoio à Vítima de Violência Doméstica (Sani e Morais, 2010), a 54 agentes da Polícia de Segurança Pública, também de ambos os sexos, que contatam e intervêm diretamente com este fenómeno.
Esta investigação revelou uma falta de formação aos agentes que lidam diretamente com esta problemática e que a mesma devia ser mais incisiva em certas matérias. Podemos também concluir que os inquiridos salientam sobretudo a relevância de orientações interventivas, associadas às «Relações entre o serviço e a vítima», secundarizando «Estruturas e procedimentos» utilizados para atuar perante uma situação de violência doméstica.
Domestic violence is a problem that concerns the daily lives of all societies. Although it is a phenomenon whose visibility is greater among families with poor economic and cultural resources, it extends to all social classes. Police officers are at the front line of intervention, so finding answers to this situation remains urgent and necessary, demanding the police officers, who work directly with this social problem, prevention and combat mechanisms, from the first intervention to the trial phase. The present di ssertation has as main objective to analyse the type of training and performance that the police agents have in relation to the phenomenon of domestic violence. The research was divided into two parts one theoretical and one practical in the theoretica l part some concepts are defined for a better understanding of the problem, presentation of projects and reviews from other social realities, as well as the various forms of action by the police towards occurrences of domestic violence. The practical part was carried out at the Madeira Regional Command of the Public Security Police, through 10 interviews conducted with male and female police officers, aged between 33 and 57 years, who deal closely with this problem. In order to assess the attitudes of police officers in their work with victims of domestic violence, it was applied the Perception Scale on Support to the Victim of Domestic Violence (Sani and Morais, 2010), to 54 agents of the Public Security Police, also of both male and female sexessexes, who currently contact and intervene with this phenomenon. This research revealed a lack of training for agents dealing directly with this problem and that it should be more incisive in certain issues. We can also conclude that the interviewed ones particularl y stress the importance of intervention guidelines, linked to the “Relationship between service and victim”, seconding the “Structures and procedures” used to deal in a domestic violence situation.
