Nos últimos anos, a qualidade em Instituições de Ensino Superior tem sido um tema relevante. O conceito de qualidade tem várias definições, sendo um conceito difícil de medir e definir. Esta dificuldade é mais notória em Instituições de Ensino Superior, visto que são instituições de carácter multidimensional, isto é, envolvem um conjunto diversificado de funções e atividades (ensino e programas académicos, investigação e carreira académica, recursos humanos, estudantes, infra-estruturas e meio académico).
O objetivo desta dissertação é clarificar e explicar as etapas para a implementação de um Sistema de Gestão da Qualidade baseado na norma NP EN ISO 9001:2008 e sua implementação em Instituições de Ensino Superior.
Recorrendo a um estudo de caso como instrumento para tentar atingir o objetivo, analisar-se-ão as etapas de implementação de um Sistema de Gestão da Qualidade no Gabinete de Ingresso da Universidade Fernando Pessoa, de acordo com a NP EN ISO 9001:2008. O estudo desenvolvido no Gabinete de Ingresso da Universidade Fernando Pessoa, recorreu à análise documental e à realização de uma entrevista (tendo em conta os requisitos da norma), revelando ser possível implementar um Sistema de Gestão da Qualidade de acordo com a NP EN ISO 9001:2008, com as devidas adaptações, não só no Gabinete de Ingresso, mas em todo o domínio da Universidade, sem colocar a autonomia científica e pedagógica da instituição em causa.
Assim, conclui-se que a implementação de um Sistema de Gestão da Qualidade certificado com base na norma ISO 9001:2008 poderá ter um impacto muito positivo, contribuindo não apenas para a melhoria da qualidade interna da organização, nas suas diversas vertentes, como também para a focalização nos seus clientes, melhorando ainda mais a qualidade dos serviços prestados, demonstrando ser relevante para o ensino, para a forma como os recursos humanos se organizam em torno do trabalho e para racionalização dos recursos.
In recent years, the quality in higher education institutions has been an important issue. The concept of quality has many definitions, this been a difficult concept to define and measure. This difficulty is most notorious in institutions of higher education, since these institutions are of multidimensional character, this is, involving a diverse set of functions and activities (teaching and academic programs, research and academic career, staffing, students, infrastructure and academic middle). The aim of this thesis is to clarify and explain in implementing a Quality Management System based on the standard NP EN ISO 9001:2008 and its applicability in higher education institutions. Using a case study as a tool to try to achieve the objective, up-to analyze the steps of implementing a Quality Management System in the Office of Admission at the University Fernando Pessoa, according to NP EN ISO 9001:2008. The study conducted at the Office of Admission at the University Fernando Pessoa, resorted to documentary analysis is to conduct an interview (taking into account the requirements of the standard), demonstrating that it is possible to implement a Quality Management System according to NP EN ISO 9001: 2008, not only in the Office of Admission, but in the whole domain of the University, without putting the scientific and pedagogical autonomy of the institution at stake. So, it is concluded that the implementation of a Quality Management System certificate based on ISO 9001:2008 may have a very positive impact, contributing not only to improve the internal quality of the organization, in its various forms, and also to focus on its customers, further improving the quality of services provided, proving to be relevant for teaching, for the how human resources are organized around work and rationalization of resources.
