Este artigo observa as modificações profundas e a diversidade de novos agentes que emergem e transformam os relacionamentos na esfera internacional. Em particular, propõe-se que o contexto de segurança colectiva do pós guerra, ou a ideia de multilateralismo moderado da guerra-fria, foram substituídos por um sentimento de insegurança colectiva e um unilateralismo militar norte americano, com consequências negativas especialmente sobre o mundo muçulmano, mas também sobre as sociedades ocidentais. Estas consequências negativas são analisadas em termos do clima de insegurança colectiva resultante dos ataques do 11 de setembro, da incapacidade das sociedades ocidentais em absorverem fluxos migratórios, e da intensificação da divisão Norte-Sul. Abstract This article analysis the profound changes and the diversity of new agents that are emerging and tranforming the relations within the international arena. In particular, it is proposed that the post war concept of Collective Security, or the idea of conscious slackening of multilateralism after the Cold War, have been substituted by a feeling of collective insecurity and of political and North-American military unilateralism, with negative spillovers especially in the Muslim world, but also in the Westerns societies. These negative spillovers are observed in terms of the collective instability climate arising from the 11 September attacks, the inability of Western societies in accomodating migrating flows, and the intensification of the cleavage between the north and the south.
