Abstract(s)

As migrações internacionais conduzem a um relacionamento entre estrangeiros e autóctones que nem sempre se efectua sem conflitualidade. Esta constante, verificada ao longo dos séculos, foi sempre motivo de inquietação e de interesse por parte dos governos dos países envolvidos, dos grupos de imigrantes, dos cidadãos das sociedades receptoras e dos estudiosos sociais. Enquanto estes criaram conceitos explicativos das diferentes situações que pode configurar uma sociedade plural e estabeleceram recomendações no sentido de sensibilizarem os Estados para um consenso de políticas comuns visando os públicos deslocalizados, os Estados recebedores criaram políticas nesse sentido, muitas vezes sem atenderem a esses estudos, sem a participação dos Estados dadores e sem os contributos dos representantes dos migrantes. Esta situação tem vindo a merecer atenção crescente de todas as forças envolvidas, mas nem sempre as políticas dirigidas aos imigrantes alinham pelos conceitos estabelecidos nem pelas recomendações sugeridas. Pretendemos fazer um balanço desta situação neste artigo. The international migrations lead to a relationship between foreigners and nationals that are not always made without conflict. This constant, verified througout the centuries was always a reason for concern and interest by the governments of the countries envolved, the groups of immigrants, the citizens from receiving societies and the social researchers. When they created explaining concepts on the different situations that can configurate a plural society and stablished recommendations to sensibilize the States towards an understanding of common policies facing the displaced public, the receiving States created policies in that subject, many times without attending to those studies, wituout the participation of the giving States and without the contributions of the migrant representants. This situation deserves growing attention of all forces envolved, but not always the policies directed to the immigrants are in line with the concepts established nor the suggested recommendations. We intend to make a balance of this situation in this article.
