Abstract(s)
Esta dissertação tem como objetivo analisar a importância das políticas públicas, ecossistemas empreendedores e instituições de ensino superior na atração de empresas e criação de emprego apelativo na região de Viseu. O estudo procura entender como essas variáveis contribuem para o desenvolvimento regional e a fixação de empresas e talentos na área.
Para alcançar esse objetivo, a pesquisa adotou uma metodologia mista, incluindo entrevistas semiestruturadas com figuras-chave, como o Presidente do Instituto Politécnico de Viseu, o Diretor da Softinsa e a Vereadora do Urbanismo e Desenvolvimento Económico de Viseu. Além disso, foi aplicado um questionário aos alunos das instituições de ensino superior da região para avaliar as suas perceções sobre o papel dessas instituições na atração de empresas e na atratividade do mercado de trabalho local.
Os resultados das entrevistas evidenciaram o papel essencial das políticas públicas e das parcerias entre universidades e empresas na criação de um ecossistema empresarial forte. Em Viseu, políticas como a disponibilização de terrenos industriais e incentivos fiscais têm sido cruciais para atrair empresas e promover o desenvolvimento económico. Por outro lado, 71,7% dos estudantes concordam que as instituições de ensino superior desempenham um papel importante na fixação de empresas, sublinhando a relevância das universidades e politécnicos na formação de talentos e no apoio à inovação empresarial.
A discussão dos resultados sugere que a descentralização empresarial, quando aliada a um ecossistema empreendedor forte e a apoio institucional, pode impulsionar significativamente o desenvolvimento regional. A pesquisa também revelou a importância das políticas públicas que criam condições favoráveis para empresas e trabalhadores, destacando fatores como a qualidade de vida e a formação académica na retenção de mão de obra qualificada.
Conclui-se, portanto, que as políticas públicas, ecossistemas empreendedores e instituições de ensino superior desempenham papéis cruciais na atração de empresas e criação de emprego apelativo na região de Viseu. O sucesso dessas iniciativas depende de uma colaboração contínua entre o poder público, o setor privado e as instituições de ensino. Recomenda-se a manutenção e expansão de programas que promovam a inovação, a cooperação e o desenvolvimento sustentável da região.
This dissertation aims to analyze the importance of public policies, entrepreneurial ecosystems, and higher education institutions in attracting companies and creating appealing jobs in the Viseu region. To achieve these objectives, the research employed a mixed methodology, including semi-structured interviews with key figures such as the President of the Polytechnic Institute of Viseu, the Director of Softinsa, and the Councilor for Urbanism and Economic Development of Viseu. Additionally, a questionnaire was administered to students from higher education institutions in the region to assess their perceptions of the role of these institutions in attracting companies and the attractiveness of the local job market. The interview results highlighted the essential role of public policies and partnerships between universities and companies in creating a strong business ecosystem. In Viseu, policies such as the provision of industrial land and tax incentives have been crucial in attracting companies and promoting economic development. Moreover, 71.7% of students agreed that higher education institutions play a significant role in retaining companies, underscoring the importance of universities and polytechnics in training talent and supporting business innovation. The discussion suggests that business decentralization, when combined with a strong entrepreneurial ecosystem and institutional support, can significantly boost regional development. The research also revealed the importance of public policies that create favorable conditions for companies and workers, highlighting factors such as quality of life and academic training in retaining qualified labor. In conclusion, public policies, entrepreneurial ecosystems, and higher education institutions play crucial roles in attracting companies and creating appealing jobs in the Viseu region. The success of these initiatives depends on continuous collaboration between the public sector, the private sector, and educational institutions. It is recommended to maintain and expand programs that promote innovation, cooperation, and sustainable development in the region.
