Treinar e capacitar as pessoas de acordo ao seu talento e as necessidades da própria empresa
é fundamental tanto para a empresa como para o indivíduo. Para a empresa, porque além de
obter lucros elevados, ganha confiabilidade no mercado em que está inserido e passa a ter
no seu quadro de pessoal, colaboradores competentes. Para o indivíduo, porque além de
elevar o seu nível profissional e ser bem remunerado pelo que faz, melhora a sua vida social
em todas as vertentes. No caso concreto do Sector de Construção Civil do município de
Benguela que é a área de estudo deste trabalho, treinar e capacitar a mão-de-obra
operacional – pedreiros, carpinteiros, ladrilhadores, serralheiros, electricistas, pintores, entre
outros - é não só importante, como também extremamente necessário para que se aumente o
desempenho no trabalho e se melhore a qualidade das obras de construção executadas, pois,
sabe-se que o resultado de qualquer actividade reflecte positiva ou negativamente na
qualidade e no nível do desempenho de quem a executa. A aprendizagem, quer pela acção
prática sob orientação de profissionais competentes, quer por cooperação em equipas de
trabalho, quando ministrados os conteúdos no local e hora de expediente, o resultado é mais
notório, fundamentalmente quando as pessoas possuem talento, capacidades e interesse para
aprender. Grande maioria das pessoas que exercem a tarefa de construção de obras no
município de Benguela não possui qualquer formação da actividade que executa, porém, ao
longo do tempo de serviço no sector, aperfeiçoou na prática o que inicialmente apenas
conhecia de forma abstracta. Por isso, fazer com que os gestores e os Órgãos
Administrativos do Estado através do Governo local criem políticas de introdução de
programas sistemáticos de formação profissional na gestão das empresas é prioritário para
que a mão-de-obra operacional, principalmente a não qualificado e que possui baixo nível
de escolaridade, tenha a oportunidade de aprofundar os conhecimentos sobre o que faz e
possa fazê-lo com maior rapidez, maior perfeição e se torne num profissional competente. A
metodologia aplicada na pesquisa foi feita em duas etapas: a primeira baseada em consulta
bibliográfica e documental e a segunda no terreno, nas empresas seleccionadas para o
efeito, tendo sido aplicado um questionário à população alvo com o objectivo de demonstrar
como é possível melhorar o nível de desempenho das pessoas que exercem tarefas
operacionais, mas sem qualificação, da área de construção civil em Benguela, através dos
processos de treinamento e de capacitação e consequentemente provar como há melhoria da
qualidade das obras de construção de infra-estrutura.

Vast majority of people engaged in the activity of construction works in the city of Benguela has no training activity that performs, however, over time the service sector improved in practice what initially only known of abstract form. Therefore, make sure that managers and Administrative organs of the State through the local Government to create policies for introducing systematic vocational training programmes in business management is a priority for the operational workforce, mainly the unskilled and that has low level of schooling, have the opportunity to deepen the knowledge about what it does and can do it fastergreater perfection and become a competent professional. The methodology used in the research was done in two steps: the first based on bibliographic and documentary query and the second on the ground, the companies selected for this purpose, having been applied a written inquiry to the target population in order to demonstrate how it is possible to improve the performance level of persons performing operational tasks, but without qualification construction area in Benguela, through the processes of training and qualification and prove as there is improvement in the quality of the construction works of infrastructure.
