Abstract(s)
Este trabalho aborda a questão do Saara Ocidental, um dos últimos territórios “sem dono”
no plano internacional. Desde o final dos anos 1970, aguarda uma solução política e
jurídica para a execução do direito dos povos à auto-determinação. A situação social e
política da população é relatada, explanada mais do que analisada. A análise foca,
sobretudo, o jogo entre países vizinhos, os limites das intervenções das organizações
internacionais — com a Organização das Nações Unidas, bem como de organizações
regionais —, e mostra os limites do direito internacional. Apesar dos projetos, as
esperanças do povo saharauí são escassas, e parece estar constantemente nas mãos de
terceiros.
This work focuses on the issue of Western Sahara, one of the last “terra nullius” in the international scene. Since the end of the 1970s, it awaits for a political and legal solutiom for the execution of the right of people to self-determination. The social and political situation of the population is underlined, showed more than analised. However, what is analysed is the game played by neighbour states, and the limits of interventions of international organizations — as the United Nations and regional organizations — that show the limits if international law. Despite a few projects, the hope of the Western Sahara population seems to depend constantly on the help of third parts.
