Abstract(s)

Este trabalho aborda a questĆ£o do Saara Ocidental, um dos Ćŗltimos territórios ā€œsem donoā€ no plano internacional. Desde o final dos anos 1970, aguarda uma solução polĆ­tica e jurĆ­dica para a execução do direito dos povos Ć  auto-determinação. A situação social e polĆ­tica da população Ć© relatada, explanada mais do que analisada. A anĆ”lise foca, sobretudo, o jogo entre paĆ­ses vizinhos, os limites das intervenƧƵes das organizaƧƵes internacionais — com a Organização das NaƧƵes Unidas, bem como de organizaƧƵes regionais —, e mostra os limites do direito internacional. Apesar dos projetos, as esperanƧas do povo saharauĆ­ sĆ£o escassas, e parece estar constantemente nas mĆ£os de terceiros.
This work focuses on the issue of Western Sahara, one of the last ā€œterra nulliusā€ in the international scene. Since the end of the 1970s, it awaits for a political and legal solutiom for the execution of the right of people to self-determination. The social and political situation of the population is underlined, showed more than analised. However, what is analysed is the game played by neighbour states, and the limits of interventions of international organizations — as the United Nations and regional organizations — that show the limits if international law. Despite a few projects, the hope of the Western Sahara population seems to depend constantly on the help of third parts.
