A criminalidade organizada transnacional, com particular destaque para a expansão das facções brasileiras como o Primeiro Comando da Capital e o Comando Vermelho, constitui um desafio emergente à segurança interna em Portugal. O presente Projeto de Graduação tem como objetivo principal analisar a metamorfose destas organizações de matriz prisional em complexas estruturas de macrocriminalidade e compreender a sua infiltração no território nacional. Através de uma revisão de literatura especializada, explora-se a evolução histórica das facções e a sua rota para a Europa, onde Portugal funciona simultaneamente como plataforma logística e território de fixação. No âmbito da Criminologia preventiva, o estudo culmina numa proposta de investigação empírica de natureza qualitativa, focada na vulnerabilidade do setor de diversão noturna na Área Metropolitana do Grande Porto. O desenho metodológico assenta na aplicação de entrevistas semiestruturadas a uma amostra equitativa de seis informantes privilegiados (gestores de espaços de lazer e chefes de segurança privada), acedidos através de uma amostragem em “bola de neve”. O tratamento dos dados será efetuado com recurso à Análise de Conteúdo. Conclui-se que o estudo empírico destas dinâmicas ao nível local é fundamental para identificar precocemente métodos de extorsão e tentativas de cooptação de jovens, dotando as autoridades de conhecimento estratégico para a neutralização desta ameaça e preservação da ordem pública.
Transnational organized crime, with particular emphasis on the expansion of [brazilian] factions such as the Primeiro Comando da Capital and the Comando Vermelho, constitutes an emerging challenge to internal security in Portugal. This Graduation Project aims primarily to analyze the metamorphosis of these prison-based organizations into complex macro-criminality structures and to understand their infiltration into the national territory. Through a specialized literature review, the historical evolution of these factions and their route to Europe are explored, where Portugal functions simultaneously as a logistical platform and a territory for settlement. Within the scope of preventive Criminology, the study culminates in a qualitative empirical research proposal focused on the vulnerability of the nightlife sector in the Greater Porto Metropolitan Area. The methodological design is based on the application of semi-structured interviews to an equitable sample of six privileged informants (leisure space managers and private security chiefs), accessed through “snowball sampling”. Data processing will be carried out using Content Analysis. It is concluded that the empirical study of these dynamics at the local level is fundamental for the early identification of extortion methods and attempts to co-opt youth, providing authorities with strategic knowledge to neutralize this threat and preserve public order.
