Com a presente monografia pretende-se descrever alguns dos muitos aspectos relacionados com os medicamentos genéricos (MG), nomeadamente em Portugal.
Optou-se por definir uma série de conceitos, entre eles, o de medicamento genérico, preço de referência (PR) e comparticipação de medicamentos genéricos. São ainda abordados aspectos históricos. Discutem-se resultados obtidos por estudos de investigação comprovativos da qualidade destes medicamentos. Avalia-se o consumo de medicamentos genéricos em Portugal, tentando-se descrever e entender todos os factores inerentes a esse crescimento. Refere-se, ainda, o consumo de medicamentos genéricos, num contexto europeu, dando-se maior relevância a países onde este mercado é mais significativo, como a Alemanha e o Reino Unido, a Espanha, a Itália e a França.
Do presente trabalho, pode-se retirar que Portugal precisou de inúmeras alterações na legislação para a implementação dos medicamentos genéricos no mercado, entre elas a introdução da prescrição por denominação comum internacional (DCI) e do preço de referência (PR), e a alteração do regime de formação de preços.
Quanto ao consumo destes medicamentos, as quotas de mercado atingiram níveis expressivos de participação. Assim sendo, até Abril de 2011 a quota de mercado de vendas, a preço de venda a público (PVP), era de 19,14% e a quota de mercado de vendas, em volume (número de embalagens), à mesma data, era de 21,01%.
Conclui-se que o mercado português apresenta características para rápida expansão dos genéricos, no entanto ainda se encontra bastante distanciado das quotas de mercado de países como a Alemanha ou o Reino Unido. Novas alterações à legislação, campanhas junto da população e, ainda, maior intervenção dos profissionais de saúde poderão aumentar a quota de genéricos em Portugal.
This monograph intends to describe some of the many aspects of generic medicines, particularly in Portugal. A serie of concepts will be defined, including the generic drug, reference prices and reimbursement of generic medicines. Historical aspects are also discussed. We discuss results of research studies proving the quality of these medicines. It is described the consumption of generic drugs in Portugal, trying to understand all the factors inherent in its growth. It is also refered the consumption of generic drugs, in a European context, giving more relevance to countries where this market is more significant, such as Germany, the United Kingdom, Spain, Italy and France. With this work, one can see that Portugal had numerous changes in legislation for the implementation of generics in the market, including the introduction of the prescription by the international common name and the reference price, and changing the system of price formation. The market shares of generic drugs achieved significant levels. Thus, by April 2011 the market shares of sales to the public was 19,14% and the market shares of number of packages was 21,01%. The Portuguese market has features for rapid expansion of the generic, but is still very far from market shares in countries like Germany or United Kingdom. New changes to the legislation, campaigns for the population and also more involvement of health professionals may increase the share of generic drugs in Portugal.
