A presente dissertação de mestrado analisa a relação entre o despovoamento do concelho de Torre de Moncorvo e a escassez de equipamentos e infraestruturas coletivas. O território em estudo tem registado, nas últimas décadas, um declínio demográfico acentuado, acompanhado de um envelhecimento progressivo da população e de uma contração das atividades económicas e dos serviços de proximidade, constituindo um desafio estrutural ao desenvolvimento do concelho.
O principal objetivo desta investigação consiste em compreender de que forma a fixação de população se relaciona com a oferta e a distribuição de equipamentos e serviços à escala municipal. A metodologia adotada combinou a revisão bibliográfica com a recolha e tratamento de dados estatísticos, a análise cartográfica e a interpretação morfológica do território, através da inventariação dos equipamentos e infraestruturas presentes nas diferentes freguesias do concelho.
A análise morfológica territorial abrangeu as principais redes de infraestruturas e a distribuição de equipamentos coletivos por tipologia funcional, complementada pelo estudo da morfologia urbana dos núcleos rurais e urbanos do município, com o objetivo de caracterizar a sua organização espacial e o grau de dotação funcional de cada aglomerado.
Os resultados evidenciam que a concentração da população e dos principais equipamentos e serviços se verifica na vila de Torre de Moncorvo, ao passo que as restantes freguesias apresentam uma oferta funcional limitada e uma dependência estrutural face à sede do concelho. A análise revelou igualmente que a presença predominante de lares de idosos e centros de dia em diversas localidades é indicativa do avançado envelhecimento demográfico do território. Paralelamente, identificaram-se recursos e infraestruturas com potencial de valorização territorial: o aeródromo de Urros, o parque aquático de Cabanas de Baixo e a praia fluvial de Foz do Sabor constituem ativos que poderão contribuir para a criação de dinâmicas económicas locais.
Conclui-se que o despovoamento e a escassez de equipamentos e serviços se encontram intimamente interligados numa relação de causalidade mútua: a perda de população conduz ao encerramento e à não criação de serviços e equipamentos, enquanto a ausência destes últimos impele a população a migrar em busca de melhores condições de vida, emprego e acesso a serviços. A resposta a esta dinâmica não se esgota no aumento quantitativo da dotação de infraestruturas, exigindo antes uma abordagem integrada que contemple medidas de desenvolvimento económico, reabilitação do edificado e dos espaços públicos e estratégias de ordenamento do território que criem condições favoráveis à fixação de população e potenciem os recursos endógenos do concelho. As medidas propostas procuram contribuir para um desenvolvimento sustentável assente nas especificidades e nos ativos que Torre de Moncorvo já possui.
This master's dissertation analyses the relationship between population decline in the municipality of Torre de Moncorvo and the shortage of public facilities and collective infrastructure. Over recent decades, the study area has experienced a significant demographic decline, accompanied by progressive population ageing and a contraction of economic activities and local services, representing a major structural challenge to the municipality's development. The main objective of this research is to understand how population retention is related to the availability and spatial distribution of public facilities and services at the municipal level. The methodology combined a literature review with the collection and analysis of statistical data, cartographic analysis, and a morphological interpretation of the territory through the inventory of public facilities and infrastructure across the municipality's different civil parishes. The territorial morphological analysis covered the main infrastructure networks and the distribution of public facilities according to their functional typology. This was complemented by a study of the urban morphology of both rural and urban settlements within the municipality, with the aim of characterising their spatial organisation and the level of functional provision in each settlement. The results show that both the population and the main public facilities and services are concentrated in the town of Torre de Moncorvo, while the remaining civil parishes display a limited range of functions and a structural dependence on the municipal centre. The analysis also revealed that the predominance of nursing homes and day-care centres for older people in several localities reflects the advanced demographic ageing of the territory. At the same time, a number of resources and infrastructures with significant territorial development potential were identified, including the Urros airfield, the Cabanas de Baixo water park, and the Foz do Sabor river beach, all of which may contribute to the creation of local economic dynamics. The study concludes that population decline and the shortage of public facilities and services are closely interconnected through a mutually reinforcing relationship: population loss leads to the closure of existing services and discourages the creation of new ones, while the absence of such facilities encourages residents to migrate in search of better living conditions, employment opportunities, and access to essential services. Addressing this dynamic requires more than simply increasing the number of facilities and infrastructures. Instead, it calls for an integrated approach that combines economic development measures, the rehabilitation of buildings and public spaces, and spatial planning strategies capable of creating favourable conditions for population retention while enhancing the municipality's endogenous resources. The proposed measures seek to contribute to sustainable development based on the specific characteristics and existing assets of Torre de Moncorvo.
