“O vencedor leva tudo”? A complexidade do sistema político e eleitoral americano

| dc.description.abstract | A vida política dos Estados Unidos da América é um assunto de grande centralidade na atualidade, não só pela dimensão cultural e socioeconómica dos EUA, mas também devido ao seu papel crucial na geopolítica internacional. Um dos aspetos fundamentais e definidores da política americana é o sistema eleitoral, com particularidades muito específicas. Desta forma, este trabalho procede a uma análise crítica deste sistema eleitoral, explorando as suas particularidades e desafios específicos. Em primeiro lugar entendemos fundamental contextualizar as eleições americanas no seu enquadramento histórico, desde as suas origens com a Constituição de 1787 até ao século XXI. Em segundo lugar, uma análise transversal do sistema político americano necessita, por um lado, de uma compreensão extensa das suas principais fases e instituições, assumindo as eleições primárias e o Colégio Eleitoral um papel central e único quando comparado com o sistema eleitoral de outros países ocidentais; e por outro lado, de um conhecimento preciso dos principais intervenientes político-partidários, atualmente o Partido Democrata e o Partido Republicano. Por fim, através da análise deste sistema e da sua história serão identificados alguns problemas concretos, como por exemplo as limitações do Colégio Eleitoral e a sua relação com o voto popular; a problemática do gerrymandering como prática de manipulação eleitoral; as limitações da representação democrática com supressão eleitoral; a interferência de agentes políticos externos nas campanhas eleitorais e a relação específica do sistema americano com a introdução da tecnologia. Serão analisadas criticamente as campanhas eleitorais e resultados das eleições presidenciais de 2016 e de 2020 como estudos de caso para ilustrar as características específicas e problemáticas encontradas. Tratando-se de uma pesquisa qualitativa, os métodos de análise e pesquisa que usamos foram mistos. Principiamos pela pesquisa documental e bibliográfica, com o objetivo de reunir informações sobre a história, estrutura e funcionamento do sistema político e o sistema eleitoral americano, procedendo a uma revisão da literatura sobre o tema. Utilizámos o estudo de casos específicos de eleições americanas para entender os processos, identificar e comparar padrões. | pt_PT |
| dc.description.abstract | The political life of the United States of America is a subject of great centrality today, not only because of the cultural and socio-economic dimension of the US, but also because of its crucial role in international geopolitics. One of the fundamental and defining aspects of American politics is the electoral system, which has very specific particularities. This paper therefore sets out to critically analyse this electoral system, exploring its particularities and specific challenges. Firstly, it is necessary to contextualise American elections in their historical framework, from their origins with the Constitution of 1787 to the 21st century. Secondly, a cross-sectional analysis of the American political system requires, on the one hand, an extensive understanding of its main phases and institutions, with the primary elections and the Electoral College playing a central and unique role when compared to the electoral system of other Western countries, and, on the other hand, a precise knowledge of the main political party players, currently the Democratic Party and the Republican Party. Finally, through the study of this system and its history, some concrete problems will be identified, such as the limitations of the Electoral College and its relationship with the popular vote; the problem of gerrymandering as a practice of electoral manipulation; the limitations of democratic representation with electoral suppression; the interference of external political agents in electoral campaigns and the specific relationship of the American system with the introduction of technology. The electoral campaigns and results of the 2016 and 2020 presidential elections will be critically analysed as case studies to illustrate the specific characteristics and problems encountered. As this is a qualitative study, the research and analysis methods we used were mixed. We began with documentary and bibliographical research, with the aim of gathering information on the history, structure and functioning of the political system and the American electoral system, reviewing the literature on the subject. We used specific case studies of American elections to understand the processes and identify and compare patterns. | pt_PT |
