As câmaras portáteis de uso individual (CPUI), vulgarmente conhecidas como bodycams, têm vindo a ganhar cada vez mais destaque e relevância a nível internacional enquanto instrumentos fundamentais de reforço da transparência, da responsabilização e da segurança na atuação policial quotidiana. Este projeto de graduação propõe uma análise crítica, detalhada e devidamente fundamentada do enquadramento legal, dos principais fundamentos teóricos e das diversas perceções sociais e institucionais relativas à utilização das CPUI pelas forças de segurança pública, com especial foco no contexto português atual. Com base em literatura científica credível, pertinente e atualizada, bem como em dados oficiais disponíveis, são analisados os potenciais benefícios, as limitações práticas, as resistências institucionais, perceções e os efeitos paradoxais frequentemente associados à implementação desta tecnologia. Para além da componente teórica, o trabalho apresenta igualmente a proposta de realização de um estudo empírico de natureza quantitativa, centrado na recolha e análise de dados junto de agentes da Polícia de Segurança Pública (PSP) e da Guarda Nacional Republicana (GNR), com o objetivo de compreender de forma aprofundada a aceitação, resistência e perceção destes profissionais relativamente ao impacto direto e indireto das CPUI no exercício real e diário das suas funções. Este projeto visa, em última instância, contribuir para o debate informado e multidimensional sobre o uso de tecnologias no policiamento moderno, apoiando decisões estratégicas e políticas no contexto nacional, promovendo uma atuação policial mais eficaz, transparente, legítima e comprometida com os direitos fundamentais dos cidadãos em sociedade.
Body-worn cameras , commonly referred to as bodycams, have been gaining increasing prominence and relevance at an international level as fundamental tools for strengthening transparency, accountability, and safety in everyday police work. This undergraduate project proposes a critical, detailed, and well-substantiated analysis of the legal framework, the main theoretical foundations, and the various social and institutional perceptions surrounding the use of BWCs by public security forces, with a particular focus on the current Portuguese context. Based on credible, relevant, and up-to-date scientific literature, as well as available official data, this study examines the potential benefits, practical limitations, institutional resistance, perceptions, and the paradoxical effects frequently associated with the implementation of this technology. In addition to the theoretical component, the project also presents a proposal for the development of a quantitative empirical study, focused on the collection and analysis of data from officers of the Polícia de Segurança Pública (PSP) and the Guarda Nacional Republicana (GNR), with the aim of gaining a deeper understanding of the acceptance, resistance, and perception of these professionals regarding the direct and indirect impact of BWCs on the actual and daily performance of their duties. Ultimately, this project aims to contribute to an informed and multidimensional debate on the use of technologies in modern policing, supporting strategic and political decision-making within the national context, and promoting police action that is more effective, transparent, legitimate, and committed to upholding the fundamental rights of citizens in society.
