| dc.description.abstract | O objetivo deste trabalho científico é analisar o acolhimento e a integração de imigrantes em Portugal, focando-se na atuação estatal e no papel das autarquias. Frente à sobrecarga burocrática central, investiga-se a transição do Serviço de Estrangeiros e Fronteiras (SEF) para a Agência para a Integração, Migrações e Asilo (AIMA) e o impacto das recentes alterações à Lei de Estrangeiros. Em contraste, destaca-se a relevância da governação multinível através da rede CLAIM (Centros Locais de Apoio à Integração de Migrantes) e dos Planos Municipais. Analisando as assimetrias entre áreas urbanas e o interior, o estudo examina barreiras estruturais na habitação, saúde e mercado de trabalho. Conclui-se que a descentralização administrativa e financeira para as Câmaras Municipais é a via mais sustentável, assegurando respostas de proximidade que compatibilizem a eficácia institucional com a dignidade humana. | por |
| dc.description.abstract | The objective of this scientific work is to analyze the reception and integration of immigrants in Portugal, focusing on state action and the role of local authorities. Facing central bureaucratic overload, it investigates the transition from the Immigration and Borders Service (SEF) to the Agency for Integration, Migration and Asylum (AIMA) and the impact of recent amendments to the Foreigners Law. Conversely, it highlights the relevance of multilevel governance through the CLAIM (Local Support Centres for the Integration of Migrants) network and Municipal Plans. Examining asymmetries between urban areas and inland municipalities, the study addresses structural barriers in housing, health, and the labor market. It concludes that administrative and financial decentralization to Municipal Chambers is the most sustainable path, ensuring proximity responses that compatibilize institutional effectiveness with human dignity. | eng |
