A construção do estado em contexto de crise política e humanitária: o caso da Guiné-Bissau

Abstract(s)
Este trabalho incide sobre o Estado da Guiné-Bissau, no contexto contemporâneo de crise
social e política, bem como humanitária. O objectivo essencial do trabalho é uma reflexão,
in concreto, sobre as condições de afirmação do Estado em situação de crise.
A primeira parte apresenta elementos considerados indispensáveis sobre a Guiné-Bissau
enquanto colónia. São indicadas as características do colonialismo português, os resultados
da intervenção portuguesa na Guiné-Bissau, os esforços dos nacionalistas guineenses para
conseguir a independência política e as respostas das forças militares portuguesas a esses
esforços dos nacionalistas. Neste âmbito é mostrada a superioridade dos elementos
guineenses (que caminharam ao lado da Guiné-Bissau) sobre os elementos que caminharam
ao lado de Portugal.
A seguir, o segundo capítulo apresenta reflexões sobre a formação do Estado da Guiné-
Bissau, as determinações da constituição ou, mais correctamente, das constituições do
Estado da Guiné-Bissau e a concretização do insucesso em constituir um Estado estável na
Guiné-Bissau. Neste âmbito, este trabalho indica elementos sobre a definição de Estado
“Falhado” e as manifestações deste fracasso do Estado da Guiné-Bissau, em particular no
âmbito dos conflitos políticos e dos problemas económicos e sociais.
O terceiro e último capítulo apresenta os esforços realizados para a instauração e o
ressurgimento do Estado na Guiné-Bissau. Neste âmbito, indicam-se os sinais de
ressurgimento do Estado da Guiné-Bissau, com o apoio de Portugal e de organizações
internacionais para conseguir esse objetivo. Este capítulo apresenta elementos de esperança
e mostra que, apesar de tudo, se deve ter confiança que, na Guiné-Bissau, surgirá um
Estado eficaz, concretizando o objetivo de zelar pelo bem-estar dos bissau-guineenses.
This work focuses on the State of Guinea-Bissau, in the contemporary context of social and political, as well as humanitarian crisis. The primary purpose of the work is a reflection, in concreto, on the conditions of affirmation of the state in crisis situation. The first part presents elements considered essential on Guinea-Bissau as a colony. It indicates the characteristics of Portuguese colonialism, the results of the Portuguese intervention in Guinea-Bissau, Guinean nationalists efforts to achieve political independence and the Portuguese military forces replies to these efforts. In this context is shown the superiority of Guinean elements on the elements on the side of Portugal. The second chapter presents reflections on the formation of the state of Guinea-Bissau, the determinations of the Constitution or, more correctly, the Constitutions of the State of Guinea-Bissau and the failure in forming a stable state in Guinea-Bissau. In this context, this paper indicates elements about the definition of a "failed” state and demonstrations of this failure of the state of Guinea-Bissau, in particular within the framework of its specific political conflicts, and economic and social problems. The third and last chapter presents the efforts made for the establishment and the resurgence of the state in Guinea Bissau. In this context, it shows the signs of resurgence of the state of Guinea-Bissau, with the support of Portugal and of international organizations to achieve that goal. This chapter presents elements of hope and shows that, in spite of everything, we must have confidence that Guinea-Bissau will rise as an effective state, consolidating the goal of looking after the welfare of nationals of Guinea-Bissau.
