Abstract(s)
As parcerias, em Serviço Público, parecem ocupar um papel relevante no desempenho e na performance de sucesso das instituições. Neste contexto, a sua existência e evolução poderá potenciar um serviço público de maior qualidade e aportar um ganho transversal.
Não existindo muita literatura sobre casos concretos e resultados destas parcerias existentes, parece útil uma abordagem integrada que permita uma aferição mais cimentada da matéria em apreço.
Este estudo apresenta um modelo desenvolvido através da metodologia Grounded Theory. Esta metodologia surge como uma alternativa na investigação quando não existem estudos teóricos na área de análise e promove a criação de novas teorias. A Grounded Theory é uma metodologia geral, com uma filosofia interpretativista para desenvolver teorias que são baseadas em dados sistematicamente recolhidos e analisados.
Através da metodologia usada, com a forma de estudo de caso de uma experiência levada a cabo no Centro Distrital do Porto e que tem vindo a ser potenciada, foi possível dar um pendor exploratório a este trabalho, bem assim, como dar voz a todfos quantos participam na parceria aferindo as suas perceções, sensibilidades, aspirações, etc.
Em jeito de súmula, sempre se poderá afirmar, após o estudo levada a cabo na presente investigação que a noção ou presunção de mais-valia sentida pelo investigador, ab initio, fica evidenciada.
Pode-se concluir, assim, que a parceria existente e em evolução no CD Porto, conjuntamente com os serviços do IEFP, mostra-se como um exemplo de boas práticas no âmbito da Administração Pública, com ganhos para o cidadão e para as instituições envolvidas, sendo, o investigador, de acordo com os resultados obtidos, de parecer que terá o mérito de ser replicada noutros distritos.
The partnerships, in Public Service, seem to play a relevant role in the performance and success of institutions. In this context, its existence and evolution may foster a higher quality public service and provide a transversal gain. In the absence of much literature on concrete cases and the results of these existing partnerships, an integrated approach that would allow for a more thorough assessment of the subject under consideration seems useful. This study presents a model developed through the Grounded Theory methodology. This methodology emerges as an alternative in the investigation when there are no theoretical studies in the area of analysis and promotes the creation of new theories. Grounded Theory is a general methodology with an interpretative philosophy to develop theories that are based on systematically collected and analyzed data. Through the methodology used, with the form of case study of an experiment carried out in the District Center of Porto and that has been promoted, it was possible to give an exploratory perspective to this work, as well as to give voice to all as many participate in the partnership by assessing their perceptions, sensitivities, aspirations, etc. As a summary, it can always be affirmed, after the study carried out in the present investigation, that the notion or presumption of surplus value felt by the researcher, ab initio, is evidenced. It can be concluded, therefore, that the existing and evolving partnership at CD Porto, together with the IEFP services, is an example of good practices within the Public Administration, with gains for the citizen and for the institutions involved , the researcher having, according to the results obtained, an opinion that will have the merit of being replicated in other districts
