Abstract(s)
Os crimes contra animais de companhia representam uma questão de crescente preocupação social, jurídica e ética. Com a evolução da relação entre humanos e animais, especialmente os considerados de companhia, a proteção destes seres tem ganho maior relevância no contexto legal e criminal. Casos de maus-tratos, abandono e negligência têm demonstrado não apenas a necessidade de responsabilização, mas também de estratégias preventivas e educativas para promover o bem-estar animal.
O presente projeto pretende focar-se na investigação e prevenção de crimes contra animais de companhia, com uma análise detalhada da legislação, das práticas operacionais. Para isso, serão exploradas as dificuldades enfrentadas pelas autoridades competentes, nomeadamente o Núcleo de Investigação de Crimes e Contraordenações Ambientais (NICCOA).
Este trabalho visa contribuir para a reflexão crítica sobre o tema, apresentando não apenas as limitações atuais, mas também sugestões de melhorias legais e operacionais. O objetivo é reforçar a proteção dos animais de companhia, promovendo um equilíbrio entre as responsabilidades jurídicas e a empatia social, essenciais para o desenvolvimento de uma sociedade mais justa e consciente.
Crimes against companion animals represent an issue of growing social, legal, and ethical concern. With the evolution of the relationship between humans and animals, especially those considered companions, the protection of these beings has gained greater relevance in the legal and criminal context. Cases of abuse, abandonment, and neglect have demonstrated not only the need for accountability but also the importance of preventive and educational strategies to promote animal welfare. This project aims to focus on the investigation and prevention of crimes against companion animals, with a detailed analysis of legislation, operational practices. It will explore the challenges faced by the competent authorities, particularly the Núcleo de Investigação de Crimes e Contraordenações Ambientais (NICCOA). This work seeks to contribute to critical reflection on the topic, presenting not only the current limitations but also suggestions for legal and operational improvements. The goal is to strengthen the protection of companion animals, promoting a balance between legal responsibilities and social empathy, which are essential for the development of a more just and conscious society.
