Abstract(s)

A integração europeia tem estado, desde o início, associada ao conceito de mobilidade. Nos seus diferentes contextos, como a circulação de trabalhadores, estudantes, reformados ou, numa interpretação mais recente, dos cidadãos em geral, o percurso supranacional nem sempre é acompanhado pela vontade política dos actores intervenientes –os estados membros. E destes depende a plena realização de uma europa coesa e com capacidade de intervenção num mundo global. European integration has always been associated to the concept of mobility. In its different contexts as free movement of workers, students, retired people or, according to a more recent understanding, of citizens in general, the supranational path is not always followed by the political will of the intervenient actors, the member states themselves. And the latter are indispensable for the full construction of a cohesive europe with enough capacity to intervene in a global world.
