Ordem nos planos!: propostas para um sistema de planeamento mais coerente

Abstract

O sistema de planeamento português é complexo. É composto por diversos planos e estratégias cuja integração e estrutura nem sempre são coerentes entre si, o que origina sobreposições de diferentes tipos que, ao invés de ajudarem o processo de planeamento, o tornam menos eficaz. Neste artigo abordam-se alguns dos problemas existentes neste processo e sugerem-se rumos para um sistema mais estruturado e integrado. The Portuguese planning system is complex. It is composed by a number of plans and strategies whose integration and structure is often incoherent, giving rise to different kinds of overlaps that, instead of helping the planning process, render it less effective. In this paper some of the problems of this process are considered and possible solutions are suggested to overcome them and to bring about a more structured and integrated planning framework.
