Objetivando instrumentalizar a ĂĄrea de capacitação das organizaçÔes pĂșblicas com um dispositivo informatizado que proporcione desenvolvimento de competĂȘncias estratĂ©gicas para as organizaçÔes e, simultaneamente, estimule os seus colaboradores com a perspectiva de flexibilidade na escolha do tipo e modalidade mais apropriados a sua forma de apreender, o trabalho descrito nessa Tese foi realizado aplicando a metodologia de pesquisa-ação com aporte comparativo da experiĂȘncia de quatro organizaçÔes brasileiras que sĂŁo referĂȘncia na temĂĄtica de capacitação e trilhas de aprendizagem. Nesse intuito, foram utilizados dois mecanismos: a decomposição de competĂȘncias e, o template adaptado do modelo de Instructional Design Made Easy (Bruce, 1997, 1999, 2004), para elaborar questĂ”es a serem utilizadas antes e depois do contato com o material didĂĄtico das atividades de aprendizagem, com a finalidade de testar o alcance do objetivo instrucional que apontou acrĂ©scimo de repertĂłrio aos participantes e, possibilitou o planejamento e a conceção de um mĂłdulo informatizado de trilhas de aprendizagem sob os moldes blended para compor um sistema informatizado de gestĂŁo por competĂȘncias, em uso desde 2014. Desta forma, o protĂłtipo do mĂłdulo de trilhas de aprendizagem por competĂȘncias, desenvolvido neste trabalho, aguarda a estabilização da crise de saĂșde mundial provocada pelo COVID-19 e, o retorno das atividades do LaboratĂłrio de GestĂŁo do Comportamento Organizacional para ser testado e futuramente, implantado e implementado com a proposta de tambĂ©m atender aos preceitos da gestĂŁo de riscos estabelecida pela administração pĂșblica federal brasileira.
Aiming to equip the training area of public organizations with a computerized device that provides the development of strategic skills for organizations and, at the same time, stimulate their employees with the perspective of flexibility in choosing the type and modality most appropriate to their way of learning, the work described in this thesis was carried out, applying the action research methodology with a comparative contribution of the experience of four Brazilian organizations that are reference in the areas of training and learning trails. For this purpose, the following were used two mechanism: the decomposition of skills and the template adapted from the Instructional Design Made Easy model (Bruce, 1997, 1999, 2004), to elaborate questions to be used before and after contact with the didactic material of the learning activities, with the purpose of testing the achievement of the instructional objective, which pointed to an increase in the repertoire of the participants and made it possible to plan and design a computerized blended learning trails module to compose a computerized competence management system, in use since 2014. Thus, the prototype of the competency learning trails module, developed in the context of this project, waits the stabilization of the global health crisis caused by COVID-19 and the return of the activities of the Organizational Behavior Management Laboratory to be tested and, in the future. Implanted and implemented under the assumption that it also meets the precepts of risk management established by the Brazilian federal public administration.
Visant Ă doter l'espace formation des organisations publiques d'un dispositif informatisĂ© permettant le dĂ©veloppement de compĂ©tences stratĂ©giques pour les organisations et, dans le mĂȘme temps, de stimuler leurs employĂ©s dans une perspective de flexibilitĂ© dans le choix du type et de la modalitĂ© les plus appropriĂ©s Ă leur mode d'apprentissage, le travail dĂ©crit dans cette thĂšse a Ă©tĂ© rĂ©alisĂ© en utilisant la mĂ©thodologie de recherche-action avec un apport comparatif de l'expĂ©rience de quatre organisations brĂ©siliennes qui sont une rĂ©fĂ©rence dans le thĂšme des parcours de formation et d'apprentissage. Pour cela, deux mĂ©canismes ont Ă©tĂ© utilisĂ©s: la dĂ©composition des compĂ©tences et le modĂšle adaptĂ© du modĂšle Instructional Design Made Easy (Bruce, 1997, 1999, 2004), pour Ă©laborer des questions Ă utiliser avant et aprĂšs le contact avec le matĂ©riel didactique de activitĂ©s d'apprentissage, dans le but de tester l'atteinte de l'objectif pĂ©dagogique qui indiquait une augmentation du rĂ©pertoire des participants et, a rendu possible la planification et la conception d'un module informatisĂ© de parcours d'apprentissage sous les moules mixtes pour composer un systĂšme de gestion informatisĂ© des compĂ©tences , en service depuis 2014.
