| dc.description.abstract | The APDSI Futures Group proposal (July 2026) advocates for a fundamental revision of the 1945 United Nations Charter to address the "constitutional disruption" caused by Artificial Intelligence. It argues that the original Charter, designed for a world of physical borders and sovereign nation-states, is inadequate for a 2026 reality dominated by autonomous cross-border systems operating in a legal vacuum. A central concept of the proposal is Cognitive Sovereignty, which defines the human mind as "critical infrastructure" and an international public good that must be protected from algorithmic manipulation and political microsegmentation. The document identifies a critical triad—Information, AI, and Energy—noting that AI governance is inseparable from environmental limits, such as the water and carbon footprints of data centers. It specifically warns against "algorithmic coloniality," where a technological oligopoly imposes Anglo-Saxon worldviews and exploits the Global South's resources and cognitive labor. The APDSI framework proposes eight founding principles to be integrated into a new Charter, including: - Primacy of Human Responsibility: Ensuring humans remain ultimately liable for autonomous decisions. - Democracy over Efficiency: Preventing technical efficiency from bypassing democratic scrutiny. - Irreversibility: Prohibiting technological adoptions that create essential dependencies without a "reverse gear". - Economic Justice: Taxing AI systems that replace human labor to fund social protection. The proposal establishes non-derogable prohibitions against self-replicating AI, autonomous lethal weapons without human oversight, and mass biometric surveillance. To implement these reforms, the group advocates for activating Article 109 of the UN Charter to convene a General Review Conference. Portugal is positioned as a vital mediator in this process, leveraging its "smart power" and ties to the Global South to bridge the gap between technological superpowers and developing nations. | eng |
