Abstract(s)

El presente trabajo estudia la complejidad de una figura política que ha tenido un gran protagonismo en diversos momentos de la historia reciente argentina (1983-2009), y que sin embargo ha recibido –salvando infrecuentes y efímeras excepciones– muy escasa atención del mundo académico: la vicepresidencia. Tomando en consideración su origen (el modelo estadounidense) y su evolución histórica, se analiza el cargo del vicepresidente desde un punto de vista teórico y se explora el desempeño que han tenido los vicepresidentes argentinos desde la restauración democrática (1983) hasta 2009. El estudio pretende, por un lado, arrojar luz sobre las funciones y responsabilidades cotidianas de un cargo sobre el que la información es sumamente escasa; por otro lado, exponer la contradicción existente entre la irrelevancia que habitualmente se concede a esta figura, y el peso que puede adquirir en la realidad. Dicho peso está vinculado a diversos factores que interactúan y que varían en función de cada momento político: instituciones formales, instituciones informales, actores y contextos. Este trabajo pretende reconstruir la historia de los últimos seis vicepresidentes argentinos y contribuir a elaborar un nuevo mapa de la política en el que se pondere con justicia el papel del segundo en el poder. This work aims to study the complexity of a political figure that became highly relevant in numerous moments of the recent Argentine history (1983-2009) – the Vice Presidency. However, it has received – excepting infrequent and brief cases – very little attention from the academic realm. Taking into account its origin (the American model) and its historical evolution, this office is analysed from a theoretical point of view, and the performance that Argentine Vice Presidents have had since the democratic restoration (1983) to 2009 is explored. This study expects, on one hand, to shed some light over the functions and daily responsibilities of a post which very little information is available about; on the other hand, it aims to uncover the contradiction that exists between the irrelevance usually associated to this office, and the actual weight that it can assume in the real political life. That weight is related to a number of interacting factors, which vary as a result of the political moments – formal and informal institutions, actors and contexts. All in all, this work tries to reconstruct the history of the last six Argentine Vice Presidents, and to make a contribution for a new political map, in which the second office is fairly pondered.
