Abstract(s)
O presente trabalho tem como objetivo propor a expansão de rede dos Julgados de Paz (JP) a todo o território nacional, tanto a nível do continente como das ilhas, para que se possa dar a alternativa de gestão de conflitos através de mediação a todos os cidadãos. Atualmente existem 25 Julgados de Paz distribuídos por 61 concelhos. Com a expansão da rede prevê-se uma distribuição pelos 308 concelhos através da criação de novos Julgados de Paz e expansão dos já existentes.
Foi feita uma análise da melhor organização dos concelhos por agrupamento, onde se concluiu que o requisito principal seria os concelhos pertencerem à mesma sub-região (Área metropolitana, comunidade intermunicipal ou região autónoma), o que causou algumas alterações a nível dos agrupamentos já existentes para que o requisito fosse cumprido. Também se teve em conta a população abrangida por cada agrupamento criado e a distância entre concelhos para determinar a necessidade de criação de postos de atendimento de forma a não sobrecarregar a sede do agrupamento e a facilitar deslocações por parte dos cidadãos.
Para efeitos demonstrativos foram construídos três mapas (Portugal continental, Madeira e Açores) com todos os concelhos divididos por sub-regiões, em que cada agrupamento de JP é distinguido por uma cor diferente.
The following project has the objective to propose an expansion of the Justice of Peace network to all the national territory, both in the continent and the islands, so that it’s given the alternative of conflict management through mediation to all the citizens. Currently there’s 25 Justice of Peace distributed by 61 municipalities. With the expansion of the network it’s predicted a distribution by the 308 municipalities through the creation of new Justice of Peace and expansion of the already existing. It was made an analysis of the best organization of the municipalities by groups, where it’s concluded that the first requirement would be that the municipalities would be from the same sub region (Metropolitan Area, intermunicipal community and autonomous region), what caused some changes in the groups already existing so that the requirement was fulfilled. It also was taken to mind the population of each group created and the distance between municipalities to determine the necessity of the creation of service stations so that the head office doesn’t overload and to facilitate the trips by the citizens. For demonstration effects there were built three maps (Continental Portugal, Madeira and Azores) with all the municipalities divided by sub region and each of the groups of Justice of Peace it’s distinguished by a different colour.
