Abstract(s)
Este trabalho aborda a formação e evolução do preço dos combustíveis no período de 2019 a março de 2023, no mercado português, através de uma análise qualitativa, assente num estudo descritivo baseado na observação de normativos legais e dados estatísticos recolhidos junto a variadas entidades do setor energético, designadamente a ERSE, ENSE e DGEG. Inicialmente, é realizada uma caracterização e enquadramento do setor petrolífero a nível nacional e internacional, identificando os intervenientes nesta cadeia de valor e os custos associados. Após este enquadramento, são analisados os fatores que contribuem para a formação dos preços dos combustíveis, com a identificação da componente dos preços, possíveis causas para a sua subida e relevância macroeconómica. De seguida, apresenta-se a evolução do preço dos combustíveis nas diferentes fases do período temporal em estudo (2019- Março 2023), apontando-se as possíveis causas. Como principais resultados deste trabalho aponta-se a identificação do preço do petróleo bruto, as taxas de câmbio e os impostos como principais fatores responsáveis pela variação de preços dos combustíveis nos diferentes subperíodos analisados.
This paper examines the formation and evolution of fuel prices in the Portuguese market from 2019 to March 2023 through a qualitative analysis based on a descriptive study based on the observation of statutory requirements and statistical information gathered from various energy sector entities, specifically ERSE, ENSE, and DGEG. The oil sector is first characterized and framed at the national and global levels, defining the players in this value chain and the costs involved. After establishing this framework, the factors that affect fuel costs are examined, including the price components, potential reasons for price increases, and macroeconomic significance. The evolution of fuel prices is then investigated, including potential explanations for each phase of the study period (March 2019–March 2023), in order to determine why they may have changed over time. The primary findings of this study include the identification of the price of crude oil, exchange rates, and taxes as the primary causes of the fluctuation in fuel prices in the period under study.
