| dc.description.abstract | Antes de ser Estado-membro da União Europeia (UE) Portugal não tinha relações comerciais nem investimentos significativos nos países da América Latina. Com a adesão de Portugal e Espanha, as relações entre a UE e o Mercosul tornaram-se mais fortes. Em 1995 foram iniciadas negociações entre a UE e o Mercosul com vista à criação de uma área de comércio livre entre os dois blocos. O Mercosul tinha passado a constituir uma zona de interesse estratégico tanto para a UE como para Portugal. Para a UE, o Mercosul representa um dos seus maiores mercados de exportação e o destino de investimentos significativos. Um acordo com o Mercosul seria determinante para o aumento da influência política e económica da UE naquela região e mostraria o interesse da UE em manter os seus fluxos de comércio e de investimento. O mesmo acordo garantiria os investimentos portugueses no Brasil e na Argentina e permitiria novos fluxos de comércio e de investimentos nos referidos países. Portugal had few flows of trade and investment with Latin-america counties before belonging to the European Union (EU). After the adhesion of Portugal and Spain to the EU, the economic relations between EU and Mercosul became stronger. In 1995, the negotiating process between the EU and Mercosul started in order to establish a free trade area. Mercosul has become an area of strategic interest both to the EU and Portugal. For the EU, Mercosul represents one of its biggest export markets and the destination of important investments. An agreement with Mercosul could be determinant to increase the political and economic influence of the UE in the region and would denote EU interest in maintaining its flows of trade and investment. That agreement would give a guarantee to the Portuguese investments in Brasil and in Argentina and would allow new flows of trade and investment in those countries. | por |
