Para uma análise mais completa, a metodologia empregada é mista, combinando revisão bibliográfica e documental com a aplicação de um questionário online a migrantes venezuelanos na Madeira e uma entrevista semiestruturada com a Chefe da Divisão da Secretaria Regional de Educação, Ciência e Tecnologia da Direção Regional das Comunidades e Cooperação Externa. A pesquisa contextualiza a crise venezuelana, desde seu "milagre econômico" até o colapso sob o governo de Nicolás Maduro, que impulsionou a migração em massa. Além disso, aborda a histórica emigração madeirense para a Venezuela (1940-1970), que estabeleceu fortes laços transnacionais e redes familiares. Essas conexões foram cruciais para o retorno de luso-venezuelanos à Madeira, em resposta à crise humanitária. O estudo detalha as políticas de integração social implementadas na Ilha da Madeira, abrangendo áreas essenciais como educação, trabalho, saúde, segurança social e habitação. A dissertação também analisa as diferenças no processo de integração entre migrantes venezuelanos e luso-venezuelanos, destacando que a dupla nacionalidade e as redes familiares pré-existentes facilitam a adaptação dos últimos, enquanto os venezuelanos sem cidadania portuguesa enfrentam maiores desafios burocráticos e de adaptação. Ademais, a pesquisa ressalta o papel das associações comunitárias, como a VENEXOS e a VENECOM. Essas organizações atuam como parceiras do governo no acolhimento, orientação e promoção da integração social, preenchendo lacunas deixadas pelas políticas públicas. A conclusão da dissertação discutirá as principais descobertas, refletindo sobre as implicações das políticas de integração social e sugerindo direções para futuras pesquisas. O objetivo final é proporcionar uma compreensão abrangente das dinâmicas migratórias e das políticas de integração social, contribuindo para o debate acadêmico e para a formulação de estratégias mais eficazes no futuro.This dissertation investigates migration dynamics and the Venezuelan humanitarian crisis, focusing on the analysis of social integration policies aimed at Venezuelan and Portuguese-Venezuelan migrants on the island of Madeira between 2013 and 2023. For a more complete analysis, the methodology employed is mixed, combining bibliographic and documentary review with the application of an online questionnaire to Venezuelan migrants in Madeira and a semi-structured interview with the Head of the Division of the Regional Secretariat for Education, Science, and Technology of the Regional Directorate for Communities and External Cooperation. The research contextualizes the Venezuelan crisis, from its “economic miracle” to the collapse under the government of Nicolás Maduro, which drove mass migration. In addition, it addresses the historical emigration from Madeira to Venezuela (1940-1970), which established strong transnational ties and family networks. These connections were crucial for the return of Luso-Venezuelans to Madeira in response to the humanitarian crisis. The study details the social integration policies implemented on the island of Madeira, covering essential areas such as education, work, health, social security, and housing. The dissertation also analyzes the differences in the integration process between Venezuelan migrants and Luso-Venezuelans, highlighting that dual nationality and pre-existing family networks facilitate the adaptation of the latter, while Venezuelans without Portuguese citizenship face greater bureaucratic and adaptation challenges. In addition, the research highlights the role of community associations, such as VENEXOS and VENECOM. These organizations function as partners with the government in welcoming, guiding, and promoting social integration, filling gaps left by public policies. The conclusion of the dissertation will discuss the main findings, reflecting on the implications of social integration policies and suggesting directions for future research.
